Dear Mr. DeBrum,

op

JA SITE REP.

REMARKS:

*

Following our discussion of August 4, 1976 of the recent finding of
plutonium in urine samples from some of the peopleat Bikini you
asked for advice regarding further Bikini resettlement. Specifically
you informed me that you have temporarily delayed the return to
Bikini of approximately 50 Bikinians until you might consult further

with ERDA officials.

This letter is to advise you that although we must obtain and evaluate
much more information before a final assessment of the plutonium
information can be made, the information which we now have at hand

gives us no reason to change our recommendations regarding resettle-

ment.

We see no reason to further delay the return of additional people to
Bikini Atoll provided the existing dietary and other restrictions are

carefully followed.

Sincerely,
/s/ Roger Ray
