Following these meetings, we concluded that we could sot hope for realistic
Tesponses to requests to prospective contractors if we deferred our initial
wailing to then until somecioe efter August 15. Aa I recall, we bad fnformally
represented to yaa thet we would prebably defer that wailing uncil after

avenet 19, because that ie the deadline that we provided te you for comments
@2 our propesed contract. On further consideration, hovever, ic anpeared
that we could eet delay that leng, and still hope to have the coatract

Accordingly, the attached cowmsnication waa mailed on August 8 ts seven
prospective contractors.

by the Goverament of the Marshall Islands, or by their lawyerg, are included

on the List.

You will recognize that a part of the attachment is derfvei froz the ¢iscussion paper thst wae befome wa at the August 4 and 6 meatings. We have
wade some chenges to reflect views then expressed.
Be await whatever farther sugrestions you may wisk to wake to us by the close
of business en August 12, as stated in eur Disesasion Paper. Followtor thet
date, we expect cto issue 4 supplementary document, modifying the attached in
light of the views submitted te ap by that date.
