As you know, we asked Admiral Foster for his judgment on whether publication of this book during the forthcoming test series would have

an adverse effect on world opinion regarding the series.

He has ad-

vised us that he believes the publication should be delayed until

about August 1.

We should appreciate receiving your concurrence and/or comment on
delay of the publication dete until about August 1. I shall be glad

to discuss the matter with you in further detail if you wish.
Clarence Little is holding the manuscript at present. He suggests

that, even if the publication date is delayed, the manuscript be sent
to the Government Printing Office as soon as possible to allow ample
time for preparation of the color plates. We see no objection to
this procedure.
Admiral Foster also has advised that the publication of the Oughterson

Report, "The Medical Effects of the Atomic Bomb in Japan", should be
delayed until August 1. I am asking the Technical Information Service
to take this up with McGraw-Hill.
