coincided with their absences, so we didn't have the benefit of
their views.

Mrs. Clusen was very pleased with our Program Plan and by Carl's
presentation.
Whether PNL will be asked to implement the plan depends upon:

(1) DOI accepting the plan and sending it to Congress, (2) Congress

appropriating funds, (3) DOI asking DOE to assure responsibility
for the education program and (4) DOE turning to PNL.
Carl Unruh, Irene Hays, Ray Baalman and Barbara Melber deserve

special praise for the quality of their work and its timeliness
and for their patience. We had a very short time to prepare the

Program Plan and also had to make many modifications to accomodate

all of the political considerations.

I am especially appreciative

of their efforts and also of the extraordinary effort of Connie
Bennett in getting the numerous drafts of the plan typed and of
Gene Wattenburger's staff in getting the viewgraphs prepared.
A list of those attending the meeting at DOI is attached.
