This command is not organized to perform « training mission; noverthcless, training must be continuous, as experience has shown that personnel rnaly assigred need further training in their duty assignment, Inas~ : much as the tour of duty for all Aray personnel is for one year, most efficicnt utilization of these individuals was impeded dus_to the training time needed to qualify them in their primary dutiess* Only by intesrated training during duty hours, supplemented by formal training at nicht could the solution be found. It is felt that personnel should be sufficiently trained for their primary duties in CONUS installations having tne necessary training facilitios before their assignzent to this command. This problem affected all units and facilities, and is further dovelopgd in other sections of this report.
