Strictliy speaking, the world is at peace but it is”
actualliy in an indefinable state known as "cold war"
in whiczh the forces of the East (Communists) are
lined vzp against those of the West (anti-Commmist)
and oppoose each other openly by every means short of
a declezration of war. In maintaining this state of
cold wear the scientific discovery and application of
atomic energy has played an important part in re-

strainiing the USSR. The fear of the destructive

In addition to the danger from espionage, Operation CASTLE (Restricted, SI)
is subject to the leak of
sensitive information by careless and thoughtless
- personnel and to leaks through the press and through
the mail.

The nonexistence of an open enemy precludes the need
of activity for the purpose of gaining information
of the activity of the enemy. At the same time it
emphasizes the need for the maximum effort to maintain
security.
