nas Just reached me, Although I have had only a few
minutes to reviow it,
it is already apparent to me that
the statement ts misleading in some respects. In particular, it states that we are convinced that "widespread
hazard from fallout is not a necessary complement to
the employment of large nuclear weapons."
I recommend that in preparing such a statement we
follow the procedure outlined in ny memorandum to you of
In the meantime I recommend that the statement be
temporarily withheld. Otherwise it should indicate that
this is a stetement of the majority of the Commission.
