Thank you for the preliminary report on the "Bikini Feeding
Program" sent with your letter of October 24, 1977.
I shall
look forward to the more detailed summary of the results of
your meeting in Majuro with the Bikini Council on October 14,
i377.
The recommendations in tke preliminary revort appear to he
well thought out and if reqular implementation can he achieved
in view of the logistic difficulties, the proposals should
take care of the feeding problem faced by the present residents
on Bikini Island.
There is one notation, though, in section
two of the “Preliminary Report" which is not quite clear. This
is the handwritten notation on vopulation breakdown on nage two
of the "Cost Estimate Section" of the Report.

The first part of the Report indicates that the current onisland Bikini population will not increase (except for new
births and additional government personnel on temporary duty
specifically authorized by the District Administrator and/or
the High Commissioner.
Hy question, then, relates to the 40
people listed as being on Kili.
