(3) To direct the United States negotiator
to report the results of such discussions back to
the NSC Policy Review Committee for further instructions on this subject.
I believe that it is in the best interest of the United States
to attempt to resolve the claims issue at this time.
This
attempt may ultimately be unsuccessful but I think it is
important that we make a good faith effort. The proposed
change in the negotiating instructions only requires that
the issue be discussed.
We can determine at a later date
what our position should be.

Rosenblatt leaves for Micronesia on July 14, 1978,
