It is planned that one such document will be prepared for each island and delivered to the Commander of the Joint Task Group soon after each island cleanup is completed. The complete set of certification documents, accompanied by an explanatory text and other available survey data updating NVO-140 will constitute, at the conclusion of the cleanup, a current radiological description of Enewetak Atoll. It should be noted that the certification will not incorporate a judgment as to appropriate use and occupancy conditions and restrictions. Nor will it constitute an appraisal of the appropriateness of cleanup decisions or of the manner of execution of cleanup plans, The proposed format provides several alternative statements regarding Pu contamination of soil. Although it is believed at this time that all likely cleanup scenarios have been provided for, circumstances may dictate modification of one or more statements on anindividual case basis... I propose to discuss certification and the draft format in the forthcoming (November 22) Marshall Islands Steering Committee Meeting and to immediately thereafter seek your approval for the use of the proposed certification form.
