Gates, Manager Nevada Operations ENIWETOK REHABILITATION AND RESETTLEMENT PROGRAM Your memorandum of January 8, 1973, requested guidance for a response to a letter from Mr. Theodore R. Mitchell of the Micronesian Legal Services Corporation dated December 26, 1972. In his letter, Mr. Mitchell requested a copy of any written description or plan for the radiological survey. The document, "Planning and Operations Directive (NVO-121) - 1972 Eniwetok Atoll Radiological Survey", of October 4, 1972, is your plan for this survey and contains no classified or otherwise sensitive information which would appear to preclude forwarding it to the Micronesian Legal Services Corporation. It is, therefore, recommended that a copy of the October 4 plan in its entirety, including the change of January 16, 1973, be forwarded to Mr. Mitchell. should cover the following points: a. Your reply The plan names numerous individuals and organizations having roles in the AEC's radiological survey. Mr. Mitchell should be informed that, for the purposes of that survey, each individual and organization, except those in the Washington Headquarters, is responsible to you, Since, as stated in your letter to Mr. Mitchell of December 11, 1972, you have overall responsibility for the conduct of the survey. Therefore, Mr. Mitchell should continue to direct inquiries to you rather than to the several individuals or organizations. b. Emphasis should be given to the fact that NVO-121 is a planning document which has required several nonsubstantive changes since the survey was actually started. For example, the unplanned power failure of October 24 altered the assumed support capability so that the survey schedule was significantly changed to keep the actual survey as close to the plan aspossible.
