The Acting Seerectary of State concurred in the draft announcement by the Chairman of the Atomic Energy Commission, enclosed
with the reforence memorandum. The Secretary of Defense did not
concur, but stated: "TI continue to fecl that any announcement at
this time is unwise as it my make difficult appropriate investiga-~

tion and punishment. of breaches of security."
