Burr, Jr., Deputy Director Division of Biomedical and Environmental Research BASELINE MONITORING FOR AN EARLY RETURN OF PEOPLE TO JAPTAN ISLAND, ENEWETAK ATOLL This will confirm discussion with Messrs. Deal and McCraw on March 28, 1977, about coordination and implementation of baseline radiological data on the Enewetak people, In the recommendations for cleanup and rehabilitation of Enewetak Atoll, there was an item about the need for obtaining baseline data on people who return to live in the atoll. This applies to those who returned to Japtan Island March 15, 1977. Whole body counting data and urine samples should be obtained for these people at the first opportunity and at one year intervals thereafter. Until there are agreements to the contrary, we plan to have collections of this information for Japtan Island residents made by the BNL health physics and technical staff. This will be separated from the BNL medical activities of Drs. Conard and Knudson. Also, we are going to explore the possibility of relocating the BNL whole body counting facility (trailer) from Kwajalein to Enewetak Atoll, at least during the cleanup and rehabilitation operations. There are obvious advantages for this related to Japtan Island residents and possible use to monitor cleanup and rehab personnel, should this be required. In addition, we will followup on your suggestion to explore with Bob Wood ways for modification of the facility to monitor Am~241 in lung and/or bone. Mr. Deal and Mr. McCraw will work closely with Dr. Weyzen and discuss the above with V. C. Bond, and R.
