resolving this long-standing problem since we will soon.be
required to negotiate the Nuclear Claims Separate
Agreement with the Marshall Islands Government and
representatives of the affected people.
I concur with the
approach contained in the June 10 draft memo to Dr.
Brzezinski.
If the proposal for a Nuclear Claims Delegation is
approved I intend to nominate Dick Teare, my newly
assigned deputy, to take on this difficult and challenging
task.
Minor comment on the draft paper is attached.
