aa. 87th ABC-MLC 3. 409319 R Observers at CASTLE Meeting 12=3-53 General Roper stated this subject was brought up as a a result of a request from the Task Force Commander, General Clarkson, for information on the policy to be adopted for the official observer program. Mr. Strauss observed that the Commissioners and staff are not, of course, to be considered official observers. It was observed that this same status applies to the MLC and similar DOD personnel having direct interests in the operation. Mr. Strauss further stated that some official observer program at the next tests may be desirable but the question has not yet been resolved by the Commissioners. A discussion of the direct and in- direct costs involved followed. Mr, Strauss said that following Commission consideration of these and other factors further discussions with the DOD will be held.
