The purpose of this letter is to inform your office that we
have made three copies (Series 5) of a letter from Adniral
Arthur W. Radford to Dr. dohn C. Bugher, Director, Division
ef Biology and Medicine, dated 26 Jume 1953 regarding fall-out
eperations and classified "Secret-Security Information."
We

have taken this liberty in order that the Commissioners, the
Health and Safety Division of the New York Operations Office,
and oar Biophysics Branch might be informed of the contents
and have copies available for more convenient reference in
the future.
Ordinarily we would ask your permission prior to saking
additional copies of your letter; however, in view of the
imminent meeting date and the desirability of having the
information in the hands of participants as soon as possible,
we felt that you would understand this expediescy.
