Enclosed is a copy of my memo to you of September 7,
1973,
A dominating concern regarding initiating the program continues
to be the matter of conducting an experiment on the people.
However, possible logistic support now exists in the form of
the LCU,
Furthermore, Mike Bender and Bob Conard are ideally
located to define objectives, weigh advantages and disadvantages,
and, if appropriate, direct the program,

that a decision be made on this matter rather than wait until
the opportunity has passed,
