the goals of Option D.
Such a program could be developed incrementally, under
contract, as specific problems were identified.
*Option E - Would be the ultimate answer to the Marshallese demands that
they have the final say as to who performs the examinations.
They could attempt
to do it with existing resources or contract any or all of the elements to outside "impartial" consultants.*
