1. Recently this command completed ea series of atomic: tests at the
Pacific Proving Grounds,. Duringsuch tests one of the critical factors
which must be considered is the degree of radioactive contamination introduced. into populated areas relatively remote to the provinggrounds.
2. Prior to this series of tests you requested certain services from
my command to assist youin completely documenting the Pacific area during
the tests. In exchange for this support, your contribution in providing
the necessary instruments, instruction and procedures for-rapidaerial

surveys of the Marshall Islands was outstanding and worthy ofthis individual
mention,. In addition, your- ground monitoring and reporting system was a real
service inproviding timely positive information on selected near and distant
areas,. As a. further contribution you made available special radiation survey
instruments: which were used to considerable advantage in the: task force cloud

tracking operations following each atomic detonation,.

3. It.is a pleasure to- extend my appreciation to you: andyour staff for
your direct. contribution to my command. In particular, I’ desire. to extend my
appreciation to Mr. Alfred. J.. Breslin and Mr, Melvin E,. Cassidy whose effective
handling of the administrative and instrumental details made: possible the
successful. completion. ofour mutual interests. Undoubtedly there were many
others: involved: with whom we: have: not had direct. contact,.
