Presidential Panel on Weapons Test Detection
Mr. Strauss reported that, at Mr. Killian's suggestion, the
President had appointed a panel of five persone to study the
feasibility of accurately detecting weapons tests.
Mr. Killian
had suggested the formation of such a panel, Mr. Strauss said,
because of the conflicting views now existing on the possibility
of detecting weapons tests anywhere in the world, The members
of the panel are Harold Brown of Livermore, Roderick W. Spence
and Carson Mark of LASL, Hans Bethe, and General Alfred D.
Starbird,
The Commissioners indicated their concurrence with
the selections,
12. Civil Service Diamond Jubilee Award Caremony
Mr, Strauss said he had received an invitation to the Civil
Service Diamond Jubilee Award Ceremony on January 16, and
that he planned to attend.

Dedication of Brazilian Research Reactor
Mr. Strauss announced that he had received an invitation
for himeelf and four other representatives of AEC to be present
for the dedication of a research reactor at Sao Paulo, Brazil,
on January 25, The Commissioners discussed the invitation and
said they would like to attend, but would be unable to do so because
Commission activity atthat time would not permit them to be out
of the country. Mr. Libby suggested that former Commissioners
might be asked to represent the Commission and Mr, Strauss said
he would contact Mr, Eugene Zuckert and others to inquire whether
they would wish to attend,

Army Use of Eniwetok
Mr. Fields said the Army intended to begin testing
satellites during the early part of 1958 and had requested
permission to use Eniwetok as ea launching site.
