1948,a memorendumwas dispatchedto agenciesinvolved,bythe Secretary of Defense, requestingthat no individualsbe sent to observe
these testsunless“thereis some genuinetechnicaljustification
for doing so.” This request,coupledwith the criticalperiodof
the international
situatim, cut down
