b. It shouldbe noted that at the time of issuanceof Staff
bkmo 16, the Navy permittedthe paymentof $4.00per day to civilian
employeeswhen ashoreand $2.00per day when afloat. As a resultof repeatedrequestsby this headquarterson the Navy Department,the Navy
finallyincreasedthe per diem ratesto correspondto those of the Arnw.
c. By means of the agreementnwntionedabove,J-1 was able to
establishon the departmentlevel as unifonua civilianpay scaleas was
possibleunderthe law and in accordancewith regulations.However,it
was discoveredthat some local regulationsconflictedwith this agreement.
For instance,USARPACauthorizeda $7.00 a day per diembut deductedtw~
fifthsof this amounteach time governmnt quartersare occupied. ThiS
two-fifthsdeductionwas subsequentlychanged,as a resultof J-1 action
