The Communications
Officerwas responsiblefor determiningthe
requirementsfor supplies,equipment,materialsand personnelnecessary
to meet the complexcommunications
problemsinvolvedin the operation
and supervisingthe installation
of the signalfacilities.
The FiscalOfficer-s primarilyresponsiblefor determiningthe
proceduresnecessaryto insurethat the termsof JCS 1795/6and the
fiscalagreanentwere carriedout.
The requirementfor operationalconstruction,
whioh consistedprincipallyof erectionof zero towers,timingstations,phototowers,and
instrumentshelters,was placedon the Joint Task Forceby the Atomic
EnergyCommission. Part of theserequirements
were initiallydrawnup
by the AEC based on known factors. As a resultof a reconnaissance
by
the AEC representatives
who accompaniedthe Joint Task ForceConsnander
on his first trip to Eniwetokin October,it was determinedthat additional
oonstruotion(viz.,foundationsfor photo towbrand surveybeaconon coral
heads in lagoon,and causewaybetweenBiijiri,and Aoman)would be necessary
to meet teat,requirements
in view of the physioalpeculiarities
of the
atoll. Due to tie peculiarnatureof the operationaloonstruotion,
it
was decidedthat the servieesof oiviliancontractorswould be utilized
in these speoialprojects●nd that the oontractswould be administered
by WesternOoean Division,Corps of Mgineers,
of
USA, with the exaeption
foundationson the coralheads and the oausuway,tiiohwould be
administeredby the PublioKorks Department,CINCPACFLT. The agencyadministeringcontracts,in general,assumedresponsibility
for procurement
