4. PERSONNELPROCUREMENT: a. General: It was recognizedthat the procurementof personnelwould be a difficultone in view of the shortagesin the services,the fact that personnelwouldbe needed on shortnotice, the time necessaryfor securityclearances,the substantialnumber of highlyspecializedindividualsrequired,and changesin operational plans. The programof procurementwas thereforeinitiatedat the earliestpossiblemoment,and continuedto the time of the tests. It was furtherrecognizedthat the mere initiationof personnelrequests would not satisfactorily accomplishthe job. The procurementprogram must containenergeticand systematicfollow-upand check-upmeasures to insurethat the individualsrequiredactuallyreportedon the job. The personnelprocurementprogramcan be roughlydividedbto three phases,as follows: (1) Phase I (Priorto150ct): Planningof personnel requirements.Each staff sectionwas requestedto submittheir staff and operationpersonnelrequirements showingnumber,grade,service,when and where,and how long required,togetherwith any pert$nentshippinginstructions, specialequipmentre_nts and any otherinformationeffectingpro- curement. With a few exceptionsthis planningrequiredno major adjustmentsduringlaterphasesof the procurementprogram. Resurveyof personnelrequirementswas made at intervalsduringthese later 5 SectionI w
