terms of the TrusteeshipAgreementto the UnitedNationsCharter,and
subsequently,
on December30th,the area surroundingthe Atollwas
declareda DangerArea. The generalsubjectof our rightsand responsibilitieswith regardto our StrategicTrusteeshipshad firstcome up
in Washingtonduringthe preparationof”theJointProof-TestCommittee
