Dear Commissioner Murray:
The President has asked me to reply to your
letter of January fourth*and to say that he
would not wish to intervene is the decision
reached by the majority of the Atomic Energy
Comnicsion in the matter in question,
particularly since the majority included the
Chairnuan of the Commigsion.
I would like to suggest to vou that the rrivilege
of apneal to the President against » majority
decision be used with restraint.
Unless issues
involve either some basic principle or the
~ublic safety, it would obviously be impossible
to cope with the situtation tf the many Commis-
sioners in the independent agencies of the
Government apvenled their minority positicns
directly to the President.
