Subgroup of Scientific Advisers advised the Department of Defense
on February 25, 1954 that they foresaw no AEC objection to a DOD.
Subgroup proposal that the United Kingdom be furnished with U. S.
obtained filter papers in lieu of the United Kingdom obtaining such
papers as previously approved (AEC 597/37).

Our statement of no objection was based on the under-
standing that the "hot papers" from our own airplanes in lieu of
.
British flight missions might have less security significance than
dj the papers that would be obtained by the British.
We further
understood that a policy decision had been made that "hot papers"

could be provided in lieu of such British flight missions,
