By letter dated 23 April 1954 from the Assistant Chief of G-3, Department of the Army, I have been requested to advise you that, "The Joint Chiefs of Staff have directed that the Executive Agency for Joint Task Force 7 be transferred from the Chief of Staff, U.S. Army to the Chief of Naval Operations upon the completion of Operation CASTLE, The designation of Rear Admiral C. B. Momsen to relieve Major General P. W. Clarkson as the Task Force Commander has been approved by the Joint Chiefs of Staff, The exact date of transfer of the Executive Agency and command is to be that mutually agreed between General Clarkson and Admiral Momsen.
