IX do feel that there is a possibie advantage to having a Q-cleared physician permanently in Honolulu. It might be argued that Bill, being an obstetrician, is perhaps not the most logical choice. On the other hand, he is widely known among Los Alamos people and also their wives. The agreement would be on a no fee basis, with the understanding that he would be paid standard rates for professional services. His having a Q clearance would also permit us to send him to JI should there ever be a reason for this, even though such a necessity is unlikely. As you remember Bill has served at Johnston Island in the past, The word I have received about the situation at Johnston Island is that since the departure of Dick Durant things have fallen back into their 01d slipshod and second-rate type of service, I feel that H&N is to be criticized severely for failing to appreciate the necessity and importance of firstClass medical care at JI. I also understand that conditions are no better at Amchitka, As for Bill Natoli, I am inclined to recommend that we should name him as a consultant. He has already had a 0 clearance so it costs the taxpayer very little and should also give him more of a feeling of being identified with LASL's work in the Pacifica. T. L.
