Ima letter dated 5 June 1958, the General Manager of the
Atomic Energy Commission requested Military Liaison Conmittee —
concurrence in the declassification of the exact location and the
exact time of the Operation HARDTACK detonations which are to be
jointly announced. Except as noted below, the Department of
Defense concurs in the declassification of the exact location
{to the nearest second) and the exact time (to the nearest 0.1
second) of Operation HARDTACK detonations which are to be the
subject of joint AEC-DOD ‘announcements. However, release of
this information concerning YUCCA, TEAK, ORANGE, WAHOO, UMBRELLA
and ARGUS, in which the Department of Defense has the primary inter~
est, may reveal additional Information of significance which should
be protected. It is recommended that ao data for the Vepartment
of Defense shots be released until the information has been subjected to'a technical review and evaluation by the Department of
Defense.
It is suggested that prior to the actual release of any data
on the exact time and place of the HARDIACK detonations, Dr. James
B. Fisk, Chairman of the U. 9. group which as beendesignated to
discuss with the Soviets methods for policing a test moratorium,
be consulted.
