S, tests for which adequate facilities for foreign observers would be available and said facllities at Operation HARDTACK would be too limited te accommodate foreign observers and their equipment. Mr, Salisbury also commented on tne question of admitting foreign press ropresentatives to the test series, Mr. Strauss suggested that the Commission considar this duestior in the Fall. After further discussion, the Commission: &. approved conducting a fallout program during Operation HARDTACK similar to that outiined in paragraph 7 of ARC 952/11; b. Aoproved, as a supolement to the program outlined in paragraph 7 of AEC 952/11, a substantial expansion of the SUNSHINE program to provide measurements of the anount of world-wide faliout re sulting from Operation HARDTACK . esa a
