lengthy discussion was to inform the NTS Test Director that the
limit as established in 1950 of 3.9 rem per year for offsite radiation
would be the allowable limit, whereas, just as with Dannyboy,
he would
be encouraged to nmake every effort to limit the off-site radiation
to .5 rem, but also grant him the flexibility to schedule the event if
this is not feasible, "'
Meeting #1880, 15 October 1962:
At this meeting, it was announced that a press release had just been
received "indicating that the Soviet Union planned to fire a multi-stage
rockets beginning October 16 into two areas in the Pacific Ocean.
It appeared that one impact area would be very close to one of the danger
areas designated for the U.S. tests.
Mr. Ink said that he plans to issue
a public statement to the effect thatthe USSR rocket tests would not
interfere with AEC test plans.
Later in the meeting, he read a second
period of the
announcement stating that the/USSR tests would be from Cctober 16, 1962
to November 30, 1962, and the tests wers,1ccording to USSR sources,
part of a cosmic research program begun in 1960.''
