On 12 September 1960, Chairman McCone sent letter to the Deputy Secretary of Defense (Douglas) outlining six areas which needed clarification as they affected the AEC's budget for FY62. Following this, he arranged a meeting with the Secretary of Defense (Gates) for 5 October 1960 to discuss DOD requirements which affect the AEC FY¥62 budget. Pertinent discussion of the AEC budget occurred during AEC meeting #1661, 8 October 1960, as follows: ''The Commission discussed the manner in which DOD weapon requirements are funded by AEC and the possibilities for AEC's control for this portion of its budget. The FY62 weapon requirements from the DOD require an AEC budget which is not in accordance with the Bureau of the Budgets Directive to maintain the F Y62 budget at the FY61 level. After further discussion the Commission requested the preparation of a letter to the BOB, submitted for Commission review, which would outline the problem surrounding AEC's position of maintaining a level budget yet meeting increasing weapon requirements from the DOD. Mr. Olson suggested the letter note the 18 million dollars for weapons safety is not subject to revision. Chairman McCone said he did not favor reducing funds result for programs which /in warheads for primary missile systems." 113
