Meeting #1436, 4 December 58:
Commissioner Floberg showed a graph of the seismic signal of the Rainer
test shot and stated that the amplitude had been over-reted and was
than originally believed

The net effect of this data is to show how extremely
difficult it is to detect underground test shots and a reappraisal of the GORE
proposal (in the classified notes) should be considered.
Foster added that this
indicated the "threshold" limit for the detection of nuclear tests would have
to be increased from 5 to 20 kilotons.
Increasing discussion was given about this time to budget problems both
within the AEC
and within the US Government as a whole. Mention has been
made of the Presidents concern with the gold outflow and mention is made
at meeting #1437 as to the stability of the dollar in world markets due to‘the
alarming increase in the gold outflow.
McCone stressed these points, observing
that the situation imposed a responsibility on the Commission and Staff to
make every effort to achieve major AEC budget
reductions for FY60.
McCones' objective was to reach agreement ona greatly reduced budget
in accwrdance with the Presidents criteria.
