After a phone conversation with Farley of-the ‘State Department,
the General Manager reported that the scientific member would be appointed
with the concurrence of the Commission,
Colonel Stewart of DMA discussed with the Commissioners the estimated
effects of a $46million weapons program budget reduction, as discussed
earlier in the day.
He pointed out"that
such a reduction probably would
result in a 30per cent decrease in the numbers of weapons produced in
FY60,
The Commissioners said they found it difficult to understand how
a cut of 8 percent in funds
could cause such a large reduction in the number
of weapons and requested a more detailed report on the effects of holding
the weapons budget at $500, 000, 000.'' Further in executive seesion,
McCone said he had talked with Starbird by telephone, who was in
Albuquerque, and Starbird had expressed the view that any percentage cut
in the weapons budget could result in a reduction as much as 4 times as large
in the number of weapons produced,

approval
In discussing the Nevada testing, now called Plowshare Phased, Starbird
noted the failure of an ASROC shot on 29 September.
He requested the
Commission to submit to the President a letter requesting authorization for
4 additional tests in this latter series.
The shots would be for an ASROC,
a GNAT, a MARK VII, and an X-RAY test, all requested by the DOD,
Mr.
Graham questioned
the need for such shots feeling
they were
laboratory experiments rather than DOD requirements and abstained from the
