Dear Mr. Winkel,
There has been misunderstanding among the Rongelap people about
our role in the compensation bill. Some of the people feel that I an
responsible for all of the people not getting compensation. I understand your representative will be accompanying Dr. Knudsen to Rongelap
and Utirik next week to explain the bill. I am attaching a letter I
wrote to the Magistrate of Rongelap explaining our position with regard
to the bill, I thought this might be helpful to your representative
who may be able to help set the record straight,
