Major Gencral A. 8. Luedecke, JOAF
Chief, Armed Forces Special Weapons Project
Washington 25, D. C.
Tear General Luedecke:
AS you krmiw, there developed during Operation REDING a great inter~
est in determining what operational measures could be taken to increase the local fallout in an effort to reduce thereby world-wide
contamination. ‘Tne fallout program as planned before YED:ING did not
have this as one of its major objectives. (Unfortunately, tris intere
est crystalized too late to permit any revision of AFSWP's prozrans,.
However, a& a result of the briefing presented by AFSWP to the AEC
Sommissicners on Setober 22, 1956, and subsequent discussion with meme
bers of your staff concernea with fallout, the possibility exists that
further inforsation may be obtained from existing sauples snd data,
-ith this in mind, it is requested that AFSWP undertake the following:
a.
Further analyze the RED<ING ssmplea (analyses to include radic-=
chemical) with attention to the elements Sre90, 0-99, C5137,
Ceelii, and tritium.
be
Develop, if possible, iniorzation on the amounts of water taken
ap by the shallow water shot [EwA and the deep weter shots
NAVAJO ana FLATHESD.
c.
Tevelcp, if possitle, inforzation on the amount o1 solid particulate anc its composition taken up from the craters of FLAT=
WTAD, IBA, ZUNI and NAVAJO.
(In thiB teport of the 1955 Fali-
out Symposium it is inuicated that no coral was picked up on
the deep water saois of Operation CASTLE. Could you confirna
this;)
The central oroblem is to develop 9 theory or a model of fallout which
will exclain the facts ana enable one to predict the ccnsequences of
future tests. This »odel should cover the period from the explosion
