Dear Jim:
Because there appear to be some differences of opinion both in
| Headquarters and in DNA regarding our support to the Enewetak clean~
up, lasked Roger Ray, our Project Manager, to describe for me his
concept of participation. He has chosen to do this by a memorandum
to me, of which I enclose a copy. This concept seerns to me to be
workable and his rationale sound. I believe it merits your endorsement.
I should like to emphasize that the cleanup effort is in full swing and that
our participation is proceeding in accordance with the enclosure.
Should
you or any of your staff feel that changes are in order, they should be
made known at the earliest possible date. I believe that it may be helpful
also for you to send a copy of the enclosure to the Director, DNA, for
comment.
