The Department of the Air Force is investigating the feasibility
of expanding Program 6.11 to provide for the measurement of thermal
under these conditions.. If the measurements indicate that the phenomena
of dust obscuration and clouds attenuate thermal radiation sufficiently
to allow a manned-aircraft to deliver the weappn, delivery techniques
may have to be predicated on the use of a surface burst weapon. If the
thermal radiation is too great when the above conditions prevail to allow
manned-aircraft delivery, then it is important that this fact be known
so that other delivery techniques may be established.
