establishing national programs and the time necessarily required before
countries will be able to realize to any great extent many of the mate
of atomic energy -- particularly the production of electric power.
The situation is quite different in the industrial countries pf the
world, such as those of Western Europe and Japan, and in the Scandinavian
countries.
Although no exclusively power producing reactors have yet bron
constructed and put into operation in these countries, the stated plans/are
impressive.
The Euratom group alone has proposed a goal of 15,000,000 Ews
(electric) from nuclear plants by the end of 1967; and the State Departhent
and the Atomic Energy Commission in a recent joint commmique stated “y
this objective "is feasible".
It should be noted, however, that in the countries where powey project
plans ere well advanced difficult financial, technical and legal problejs mst
still be resolved before the realization of those plans can be predicted with
confidence.
The situation in the countries involved differs from that
United States only in degree.
