In general, the announcement penned by Bob Hiatt is good but
I have one strong objection.

necessary laboratory supplies and equipment at Eniwetok and

Definitely, he should not have the responsibility for passing
judgementon the feasibility of proposed projects at Eniwetok and
therefore the second sentence in the second paragraph should be
deleted. Bob should be consulted about supplies, work schedules,
feasibility of the research problem at Eniwetok, etc. but the
channel should be from the scientist to the Environmental Sciences
Branch to Hiatt.
Bob is manager of the Laboratory,
not Director.
Direction of the Laboratory should remain with the ESB.
In the
past some research projects such as Goreau's were handled by Bob
but this was because Bob had money on hand for this work at the
time and the Division of Biology and Medicine did not.
The only other comments are that I believe your name should
precede Chief, ESB,
DBM,
and in the second sentence in
paragraph I would delete the adjective 'well'!

Since Bob Boss fostered the Laboratory his comments will be
highly valued and therefore I am taking the liberty of sending a copy
of Bob's letter and this letter to him. It will be suggested that he
forward his comments to you at his earliest convenience.
I heartily agree that an announcement should be made but we
should keep in mind that it would be meaningless to solicit "new
business" by way of an announcement unless we assume that the
