ie, 22. Article 9, Fees for Services. A. Services shall be provided to all persons on a fee for service basis, established according to schedule F attached and incorporated herein, provided that no person shall be denied access to services because of inability to pay for all or part of such services. The determination whether or not a particular person can afford all or part of such services shall be initially within the discretion of the contractor, provided however, that the Office of the Secretary of Health Services and the Contractor shal] mutually agree on guidelines for financial eligibility for recipt of services on a discounted or no-fee basis. Where a recipient or would-be recipient of services wishes review of the Contractor determination with respect to eligibility for discounted or no-fee services, there shall be a right of such review according to procedures established by the Office of the Secretary of Health Services, and the ultimate determination of eligibility shall rest with the Ministry of Health Services according to such procedures as it may adopt.
