16. Article 7. Training. Contractor shall provide basic orientation programs and continuing education for employees of the health services system. Employee education programs shall be funded from the annual operating budget underwritten by Government, and may include, to the extent determined necessary by Contractor, visiting instructors and other specialists retained to achieve these training objectives.
