For each analysis ralative to the four above named atolls and any others that may be found to be or to have been exposed to radiation from the nuclear weapons testing program, estimates will be provided with respect to carrying out the health program directly through United States agencies or organizations. This analysis will include estimates for carrying out the health program through or in conjunction with the health care agencies of the Marshall Islands Government. D. The contractor will submit health plans according to the following outline (Primary, Secondary, Tertiary). 1. Comprehensive care for the peoples of Rongelap, Utirik, Bikini and Enewetak. 2. Comprehensive care as in 1, plus comprehensive care for peoples of other affected atolls of Kikiep, Mejit, Ailuk, Wotho, Wotje, Ujae, Lae. 3. E.
