the Secretary of the Interior, and the program resulting from it, skould
be restrictedsolelytathe four named-atolls, and then only to iniuries,
illnesses,ot_conditions resultingfrom the_nuclear testing program. It
has been argued by others that che plan, and the resulting program,
should applytoall atolis_and_islands of the Marshall Islands, and

should provide comprehensive nedicalcare to all_people ofthe Marshall

islands.
