Notwithstanding any other provision of law, Bethlehem, Saint Croix, United States Virgin Islands) are hereby transferred, without any cost to the Virgin Islands governinent, to the Virgin Lslands government. GengERaL TECHNICAL ASSISTANCE.—(a) The Secretary of the Interior is authorized to extend to the governments of American Samoa, Guam, the Northern Mari- ana Islands; the Virgin Islands, and the Trust Territory of the Pacific Islands, and their agencies and instrunentulities, with or without reimbursement, tcchnical assistance on subjects within the responsibility of the respective territorial governments.
