South Vietnam - Propaganta Exploitation of North Vie-namese Refugers
WSIS Saigon reports that arrangements have been made to interview
selected North Vietnamese refugees for propaganda exploitation purposes.
The mission requests USIA funds to eupport the refugues while tney are
being interviewed and guidance on how similar prograris have been carried
on in other ccmtries.

ICA Saigon recaomends that it be authorized to negotiate a new and
more flexible strategic highway construction agreement with the South
Vietnamese Government to meet the demands of the fluid political and
