18 lieu thereof “Except as provided in section 30(b) of this Act,

(c) The first sentence of section 31(d)(2) of the Guam

21 Organic Act (48 U.S.C. 1421i(d)(2)) is amended bystriking
22 out “The” and inserting in lieu thereof ‘Except as provided
23 in section 30(b) of this Act, the’’.
