Dear Sir:

The Sea-Air Exchange (SEAREX) Program is a multi-institutional venture
funded by the National Science Foundation. The general objectives of the
SEAREX Program are threefold; first, to obtain quantitative measurements of
atmospheric fluxes of selected heavy metal chemical elements, particulate
organic carbon, and organic compounds such as PCB and DDT; secondly, the
identification of the sources for these substances in the marine atmosphere;
lastly, the investigation of mechanisms of exchange of these substances
across the sea/air interface.

The first remote field flux experiment took place between December 1978
and August 1979 in an area of the northern hemisphere tradewinds on Enewetak

Atoll.

The second SEAREX remote field flux experiments are scheduled to

\ / take place in the southern hemisphere tradewind region at American Samoa at

the NOAA GMCC observatory located on Cape Matatula.

and other facilities are to be erected in November-December 1980 and the
wl Hy experiments will take place in January-February 1981 and July-August 1981.

Sometime in early October 1979, I will be visiting American Samoa for
the purpose of making a final evaluation of the proposed sampling site.
During
this time I will be particularly interested in logistical areas such as power
supply, housing, and the obtaining of both local labor and services.
If
appropriate to you, upon my arrival in Pago Pago, I would like to contact
your office for the purpose of scheduling an informal meeting. At that time
I can answer any questions which you may have and we can discuss further the
directives of the SEAREX Program in American Samoa.
