Attached please find copies of two related NROL proposals, one
concerning study of the state of contamination of the Marshall
atolls, the other purporting to be a follow-up atudy on animal
life collected and to be collected from the atolls. Also attached
are copies of acknowledgments by Biology and Medicine of the recelpt of these proposals.
As you know, there appears to be a certain amount of overlap as
tween Donaldson's work, subject proposals, and, perhaps, to sone
slight extent, the medical checkups recently authoriaed. Actually,
I suspect if the principals were brought together in the same room
it would turn out that there is very little overlap, and that there
are specific segments of the over-all program which effectively
could be performed by WRDL, Donaldson, and NHRI.
It would be my
suggestion that, after discussing the matter with Dr. Bugher upon
his return, a meeting be set up at WEDL on or about August 20
for the purpose of clarifying responsibility and permitting con-
crete planning to take place.
I wonld think that Ors. Pearson
and Claus, or their designees, should attend such a meeting, and
also that Donaldson should attend if possible. It is conceivable
that matters might be somewhat expedited if either Bert or I were
to go along: uncertainty as to who is paying fcr what seeans to
permeate the two proposals attached. Advance clarification of
such matters would have expedited the medical checkup project.
